India to Restrict Laptop and IT Hardware Imports to Boost Domestic Manufacturing

India is set to introduce import restrictions on laptops, tablets, and personal computers starting in January 2024, aiming to encourage companies to ramp up domestic manufacturing efforts. This move, reported by Reuters and citing insider sources, is part of the country’s broader push to strengthen its local production capabilities in the IT hardware sector, currently heavily reliant on imports.

Background and Industry Response

A similar import restriction plan was proposed last year but was shelved following strong opposition from industry players and lobbying efforts from the United States. Instead, India implemented an “import management system” in November 2023, which requires companies to report the quantity and value of their laptop and tablet imports. This system, which is set to expire at the end of this year, will be replaced by new regulations requiring fresh approvals for IT hardware imports.

The government believes that sufficient time has been given to the industry to adapt to the proposed changes, sources told Reuters. If these restrictions come into effect, they could potentially disrupt an IT hardware market valued between $8-$10 billion, significantly altering the industry’s reliance on foreign imports.

New Import Management System

India’s new import management system was designed to replace an earlier plan that would have introduced a licensing regime for laptop and tablet imports. Under that plan, companies like **Apple, Dell, and HP** would have needed special licenses for importing these products—a move that was criticized as restrictive and met with backlash from both industry stakeholders and the U.S. government. The rollback of this policy led to the introduction of the current import management framework, which is seen as a more moderate approach to boosting local manufacturing while keeping imports in check.

On November 1, 2023, the government approved 110 of 111 applications, including those from major companies such as Apple, Dell, and Lenovo, allowing them to import IT hardware products worth close to $10 billion under the new system.

Impact on Domestic Manufacturing and IT Hardware Market

India’s laptop and personal computer imports reached $1.7 billion between April and July 2023, according to government data. The country remains heavily dependent on imports for electronics, a challenge that Prime Minister Narendra Modi’s government has been trying to address through various initiatives, including the Production Linked Incentive (PLI) scheme. The PLI program is designed to incentivize local manufacturing in key sectors, including electronics and IT hardware.

However, India’s ability to impose higher duties on imported laptops and computers is limited by commitments made under the Information Technology Agreement(ITA) of 1997 at the World Trade Organization (WTO), which mandates zero import duties on such products. As a result, the government has opted for an import management system rather than raising import duties to promote domestic manufacturing.

Conclusion

If implemented, India’s new import restrictions could reshape the country’s IT hardware landscape, creating both challenges and opportunities for manufacturers. The government’s push for domestic production, combined with the evolving regulatory environment, may encourage global tech giants to expand their local manufacturing operations, aligning with India’s broader goal of becoming a global electronics manufacturing hub.

As the situation unfolds, it remains to be seen how both domestic and international players will adapt to the upcoming changes and what impact this will have on the future of India’s IT hardware industry.
